EEOC Signs MOU Renewal with the Republic of Ecuador


MOU creates a partnership between the Ecuadorian embassy and EEOC in fighting workplace discrimination and protect the rights of Ecuadorians who live and work in the U.S.

On February 7, 2019, EEOC Acting Chair Victoria Lipnic and Ecuadorian Ambassador Francisco Carrión Mena signed a renewal of the national memorandum of understanding (MOU) that was first signed on November 10, 2015.  The EEOC and the Republic of Ecuador will work together to combat employment discrimination and provide Ecuadorian nationals in the U.S. information, guidance and access to education and training resources to help them exercise their workplace rights.  According to the Ambassador, “the Government of Ecuador reiterates its commitment to the Ecuadorian community in this country, strengthening the protection of the human and civil rights of its citizens, with the important joint work with the EEOC.”

According to the EEOC press release, the MOU:

  • Recognizes the joint commitment and awareness of workplace laws and regulations applicable to Ecuadorian nationals in the United States.
  • Specifies that the EEOC will train embassy staff on workers’ and employers’ rights and responsibilities under the equal employment opportunity statutes that the agency enforces.
  • Specifies the establishment of a system for referring complaints to the EEOC.
  • Creates a system for embassy contact with Ecuadorian nationals who have returned to Ecuador and are owed monetary compensation the EEOC has collected from the responsible employers.
  • Highlights the importance of the dissemination of compliance and educational materials to the embassy’s constituency.
